House Floor Debate on early stages of 1964 Civil Rights Act, Jan. 31, 1963

 

This is the Republican version of the Civil Rights bill.  McCulloch says that he wants to put together a bill that actually has a chance of passing.  There are a whole bunch of parts to the bill.  The part that we’re supposed to focus on is the bit that establishes what later becomes the EEOC.

 

The Republican version of the bill is really long.  It seems to me that this version actually gives the commission some teeth.  The committee will be able to deny government contracts to employers who discriminate.
